What it means
Publicly supported access to computational infrastructure for research and other public-interest uses. It can include shared facilities, subsidized access and associated datasets or training. A national research resource is one institutional example, not the only possible model.
The strongest case
Compute costs can exclude researchers and communities from evaluating powerful systems or developing alternatives. Shared resources can support work with social value that is unlikely to attract venture funding.
The difficult part
Allocation is political: who qualifies, who decides priorities and who bears energy costs? Public funding can still flow to private infrastructure providers. Success needs usable access, accountable governance and outputs beyond a ceremonial announcement.
