What it means
Systems whose weights or other important development materials are not publicly released. Access is often mediated by a hosted product or API. Closed development is a distribution and governance choice, not by itself proof of superior safety, inferior quality or fraudulent intent.
The strongest case
Centralized services can offer convenient operation, support, updates and enforceable access restrictions. Some organizations prefer paying a provider to managing infrastructure and model maintenance themselves.
The difficult part
Users may depend on changing prices, behavior, availability and policies they cannot independently reproduce. External scrutiny can be limited. Safety explanations and commercial incentives may overlap; each restriction still needs its own justification.
